I am not a cigar aficionado myself, but I generally find E. Leon Jimenez cigars to be pretty good for my occasional ashtray-mouth adventures.
You don't need to worry much about getting ripped off with "fake" cigars down there, just be careful you don't inadvertently buy Cuban cigars that will get you in trouble with customs if/when you go back to the US. (assuming that's your origin)
Just remember that most things cost 2.5 to 3 times their value elsewhere when you are in a tourist area. If you are in Santo Domingo or any other major town grocery stores are not going to rip you off much.
