Honestly, who knows? None of us do.

It could be harmless cloud seeding or it could be some sinister event to help keep the population under control or keep everyone dependent on pharmaceuticals. Or it could be a test to see how humans (or vegetation) react to certain chemicals.

If a nation will use a false flag to start a war, murder 100s of 1000s of civilians in the name of stopping terrorism, and get caught running guns into Mexico (Fast & Furious), then there is no telling what they could be up to.

And if you think the government would never harm people on purpose, you don't have to look too far back to find The Tuskegee Syphilis Experiment (1932 - 1972) where they let black males die of Syphilis just so they could see what happens. Knowing they have done things like this before you can't rule out they would do it again, be it in the name of science or for something more sinister. We'll probably never know. And even if it turned out to be true that they are trying to poison everyone, NOTHING would happen other than a few protests that would be quickly smacked down by police and military, unless it's in the middle east, as it seems the Arabs are the only people in the world with balls these days.
