I'm in agreement with the majority here. Who woulda want to kill an elephant? This is an interesting point, though:

I wouldn't have thought of that. I know a lot of things work like that, for example here fireworks have a tax that pays for fire education and fire protection, so surprisingly more fireworks sales results in less fire damage. The roughly $1,000 per year in tobacco taxes paid by each smoker adds up to billions that help states pay for health care programs. I wonder what programs are in place in Africa.
