What I think Google does these days:
Announce an upcoming algo change that will only affect 1% of searches or whatever;
Introduce it along with a ton of other algo changes that affect the other 99% of searches that they didn't mention;
Now all the webmasters that lost out think it was because of the announced change, when it was something else they did that cause the problem.
