When I moved into my house the neighbor had two cats that he let run free. It only cost me about $20 to fix, but it took a few hours and was a pain in the ass. Not to mention it was cold for a few days until we could get a chance to fix it.
On top of that the cats seemed to love laying on the soft convertible top of my car. That car is my baby and that really pissed me off.
I asked the guy four different times to do something about his cats and he always promised that he would. He never did. After the car incident I wrote him a letter and sent it registered mail explaining that if I saw any damage to my car or home in the future from his cats I would call animal control and have them come put live traps down and take the cats away. Finally he moved them inside and even apologized to me saying he didn't realize everything that was going on (which was bullshit, but I was cool with it so long as the cats stayed inside).
So Buddy might be just out having innocent fun, or he could be pissing people off.
In the end he is your cat and you are responsible for his life. If you choose to be irresponsible and let him run free in a place where you know he is not wanted, don't be shocked when he just disappears some day.

Thing is.. all it takes is a pack of firecracker thrown at them a couple times and they move on. I would even buy the crackers for you.
Or a shot of vinegar. Yes they have to get somewhat tough and then he goes to lots where people are who like him.
Lucky was shot by one neighbor with a BB Gun. I seen him out there. But other than that we got along. So I let it slide. he was about 75 y/o so eh a lil senile.
Also remember this is not a city or town. This is a mobile home park that ALLOWS cats and does not say they have to be in only that they must be watched and not become a nuisance. ie cats are allowed and if you arent cool with that get a piece of your own property. Not you but in general.
Cats are allowed when you sign the lease and NO they do not have to be kept in always.
But I hear ya. You had some special probs and your case is diff than just walking through the yard once a day. The homeowner should pay for damages in the case of your car. As should I if Buddy damaged cars.
