In Australia it's so easy to go on the dole that all you have to do is SAY you're crazy and they'll put you on a pension:

Besides an Aussie would never cut off his foot to keep the dole because it would be more difficult to walk down to CentreLink every week and he wouldn't have a car for handicapped parking!!
