If he's in Romania (Eastern Europe) and you know who he is and where, well this opens many different options for you. First understand in EE they take great pride in fucking over Americans, but most are stuck there and can never leave.

This culture thrives on gossip as they like to brand each other in their communities and this brand lasts a lifetime. Second, if he's webmaster and making money he's not in the local thug social scene and probably keeping a very low profile for wealth preservation. As crazy as this sounds, there is a perception of a mafia type mentality everywhere as you truly never know.

So if you expose this guy as a wealthy internet webmaster who fucks over people even if he's not, I assure you sooner or later someone will confront him about it, real mafia highly doubtful, fake wannabe mafia who got caught and now work as ferrets for the police? Absolutely.

WTS, Eastern Europeans biggest weakness is their family and a simple brand will cover them all for life. They thrive on talking about each other and highly suggest using this angle especially if you find out where he lives. In short, they can never shake that village mentality even if they live in the city.

If I read the complaint correctly, he stole more then just your concept? Meaning, if he stole just a concept, welcome to the internet, but if he stole your web properties and profiting from it and thinks he can't be touched in Romania? Well, he's in for a big surprise.

Finally, what are you expecting from him? What do you want him to do., ie the end result?
