they will have to turn ship around and bring you to dock but you do not have to submit to any cavity search on a cruise ship, nor will americans ever be forced to.

now going along with it, thats your own issue, and not sure what happens legally after that but you can ALWAYS REFUSE a search and there isnt anything they can do to you.
