Essentially yes, since in order to enroll in the affiliate program, you must have a verified Paxum account. Therefore, if you promote Paxum to your fellow webmasters and they sign up with us in order to promote Paxum themselves, and they verify their account and get a card, or externally fund their account with $200+ in one payment, then you will earn a referral commission (as described in the opening post).
Our affiliate program is integrated into the Paxum service itself so that ONLY verified Paxum clients can promote our services.
