I'm on Industrial VPS ($89/mo) but you can go cheaper.
Spending from 400GB to 600GB monthly bandwidth out of 2TB.
My biggest wallpapers are up to 1MB so I think you wouldn't have any problems with 512MB RAM VPS servers for your forum.
