It does make sense to sell on PPC, but under certain conditions.

The problem with an ad network selling on CPM, is that they can't know where all publishers place their banner spots at any given time, a lot of publishers will use CPM ads and place them at shitty positions at the bottom of the page, which makes them a lot less worth for advertisers. This is a real problem for many CPM based ad networks.

PlugRush is mostly a PPC company. This is good for advertisers because they pay for what they get. Doesn't matter if the ads are above fold or at the bottom of the page. Publishers make more by placing our zones in good spots on their site.

Usually the problem with this is that some advertisers have realy shitty banners that don't attract clicks, so publishers don't make money. What we do to solve that problem is that we show ads based on how much they are making per impressions, and not what advertisers are paying per click. We calculate what ads are making the most in a specific spot on the page, based on a variety of factors like ctr, impressions, bid per click, niche etc. So if you as an advertiser have a really good thumb that has a high ctr, you can set a low ppc, but if your thumb is crappy and don't attract clicks, you will have to set a higher bid per click in order to have it shown as much and get traffic fast.

This makes it a win win for both publishers and advertisers, and is why PlugRush is doing so good, and so many publishers are happy with what they make with us.
