Race has fuck all to do with any of this.
The perp needs to be executed, quickly. Only a complete sociopath could do something like that, and there is no need to have that person being supported by society with the possibility that she could be let out or escape.
Just recycle her soul, let karma do it's thing, and she can give this whole "living" experiment another try down the road.
