You are aware that Europe is not a country, right?
Over here, in the Netherlands tips are a bonus. If you give good service, you get more tips.
Minimum wage is higher and serving people get a basic salary, as it should be(in my opinion). Everything on top is extra. If the service is bad, the tip is not given or lowered to indicate you were not happy.
