Yea I get what you're saying since to them, the paying user the time zone you yourself (or the site) is in is irrelevant and has no impact on their buying habits
so realistically you can put paying users in 2 groups...
1. the ones that buy almost right away because the ads/landing page etc was enough to convince them this is for them (maybe due to a geo pro that appealed to them)
2. the ones that need some site interaction - some other driving force like some attention from a profile and that can take time - so these are the folks you want to target
there are a lot of factors that could come into play...online activity of other profiles in that area at any given time, if they are on mobile, etc
I'd say a good rule of thumb is what time of day did they signup? or opt-in as you also mentioned? That would indicate a window of engagement, and that'ts what I'd suggest looking at..when are they engaged with either site, when did they first have time ot look and register? that's your window in any given timezone
