there are a lot of factors that could come into play...online activity of other profiles in that area at any given time, if they are on mobile, etc
I'd say a good rule of thumb is what time of day did they signup? or opt-in as you also mentioned? That would indicate a window of engagement, and that'ts what I'd suggest looking at..when are they engaged with either site, when did they first have time ot look and register? that's your window in any given timezone

I completely agree.
I'm trying to compare notes with other webmasters to find out what general time of day they find the most interest in joining.
One would think it would be late at night, and perhaps it is for others. But from my experience alone the trends I'm seeing are much more geared during weekdays from almost morning to evening.. I'd say 8am to 7pm.. sticking to the subject of dating joins.
