Pretty much, yes. The MPAA and RIAA spent billions of dollars trying to stop it, over many many years, and there is more piracy now than ever before.
What more proof do you want?

Because it doesn't work and is a waste of time and money.
Provide a better service. iTunes and Netflix have proven this is a far more effective strategy. And it is making them a great deal of money.
