Some of it too is that the government wants to make sure that they can win a case they take to trial. Since so much of this is new a lot of these cases will be used to establish case law and precedent. If Kim breaks out a fair use defense and wins with it it could be a major blow to future similar cases. They have to work slow and make sure they have things in line. so far it hasn't gone well for them, but if they can extradite him and his co-defendants I think they will get one of his buddies to flip on him and agree to testify against him and that will lead Kim to realize his best option is to cut a deal.
