Not that I don't believe you, but is there anything on the entire internet that would so much as hint of this being a federal OSHA issue? Because I can't find a single story about it. Logic says there should at least be one mention of OSHA forcing the entire United States to use condoms during porn production, but I'm either over looking it or it doesn't exist.

CAL-OSHA is part of Federal OSHA.
The current Federal OSHA blood-born pathogen law on the books states we have to use condoms, Federal has obviously not been enforcing this.
CAL-OSHA is coming up with an adult industry specific set of guidelines which they will submit to Federal OSHA for approval, which will in turn become the new nationwide adult industry
Once this happens then the next issue is how and when they will enforce it.
This is all completely separate from the Los Angeles County condom law
