It doesn't work on a large scale, but for anyone who's been caught and had to pay a large sum of money or totally embarrassed, I'd wager those people don't steal so much anymore.
However, it is not the solution. I'm glad people are getting caught one at a time, but it does nothing to slow it all down on a large scale. There are more people coming online for the first time and stealing than there are people who are getting caught.
That said, I don't think anyone suing downloaders sees this as a way to end piracy, which I will note will never end, it can only be reduced. Those who I personally know who do it are using it as an income stream and nothing more. And some of them are making some good money doing it. What is it you pro-piracy guys say... adapt or die. They adapted.
