There are more burglaries now than 50 years ago. Outlawing burglary has actually increased burglary. Governments need to understand that the law against burglary has contributed to more people's homes being broken into. You simply cannot stop it, and in fact the numbers will only go up as time goes on and other factors come into play, such as higher population, less jail cells available, less cash on the hip for the average Joe Blow during these tough economic times, and so on.
Wasting resources and money on burglars is, well, a waste.
