You mean anyone shooting in Los Angeles, California under the radar can expect to deal with this in the near future. And even that is quite a stretch.
No one outside of California (or outside of LA) is yet being bothered, and anyone outside the USA is beyond OSHA's / US Gov jurisdiction. At worst they could try to push this across all the states, but at best it would only be enforced in a couple of small, ass backwards towns.
And honestly, how is anyone going to know where a single mom is running her webcam from?
