It means ammo sales are down. Spread paranoid rumors you can't confirm, ammo sales go back up. They've been doing this on and off of 8 years as your average firearm owner has more ammo then they know what to do with.

In short, I have enough ammo to fill a two door refrigerator sized gun-safe. I could actually burst a 30 rnd mag everyday for the next decade before I ran out as that's just 1 of 3 safes I own.
