Roald, I think you're supposed to keep that blacklist up for everyone. You're supposed to make sure other affiliates are paid what they are owed. You're supposed to verify that affiliates are actually owed money they say they are. And, you're supposed to update that blacklist accordingly for everyone.
Or... everyone can just make their own blacklist. That sounds like a better idea.
