Not necessarily true. I recently had to drop a server with burst.net becasue there was a hardware issue causing my network connectivity to simply drop with no explanation. They kept insisting it wasn't hardware so I left. Exact same setup runs fine elsewhere.

At the VERY LEAST if you are paying for managed service the provider should be able to explain why a server is hanging.
