If any host allows their virtual customers to use ffmpeg, I'd stay away from them. A single user can hog nearly all of the cpu time, imagine what would happen when the server is oversold like most hosts do. To allow ffmpeg (or any other video conversion program) would just be irresponsible on the host's part.

You need a VPS for what you want to do. It has nothing to do with your traffic but the resources you're going to be using to run your site.
