I started off on oDesk when I first began freelancing, and still use it to receive job offers.

If you are looking for the cheapest rate possible and are alright with a mediocre level of work, you'll be able to post a job and find those type of freelancers applying. You can get them dirt cheap - less than a penny a word, sometimes $0.005 or lower. It's great for cheap keyword stuffing - nothing with readability, though.

If you want higher quality contractors, you are best keeping the job private and seeking out contractors to invite through their search system. Most of the better freelancers on oDesk don't actively seek out jobs - they get employers approaching them. You're going to pay, though. Don't expect to get a native English speaker with a good track record for less than a penny a word. Realistically, you're looking at least $0.02 and up.

This is the case with writers - I would assume it's pretty much the same for any contractor on freelancing sites.
