Just get the biggest ones with affiliate programs. If guys are not paid to load, the site won't grow to become a hassle. And besides, the ripple effect of Oron and Megaupload going down (especially when they hand Kim Dotcom his ass), will close a lot of the smaller ones up and make a lot of others be more responsible.
Having said that, if Kim Dotcom walks from all of that and everything is returned to him, that will be a green light for more lockers to do what they want.
