Try sending a mail like this and you will probably get a reply relatively fast. If you get no reply, then send a mail offering $150k for the domain. You will see immediately if your mails go to the trash or your initial offer is just denied.
"Hello,
My name is X and I represent company Y. I am interested in purchasing example.com domain. At the moment would be happy to offer $123 for it.
Please, make me know if you are interested in selling it.
Regards
X"

I generally do the same. One time I did respond to a $50 offer and shot back $7500 thinking never to hear from them again and it did sell so your #2 I have lightened up on a little bit over the years
