So after 5 phone calls to customer service for BOA finally got a supervisor on the phone and he told me yes these company's requested your updated debit card and we gave it to them. Its in there Bank of America U.S. Consumer Privacy Notice bla bla.

So if you are using any type of recurring monthly service wih BOA and change debit cards and get a new card and new number the merchant can request your new debit card info and start billing you again at any time which i think is complete b.s
I've had this happen with at least 3 other large banks other than BofA, so its a standard practice. I know it feels intrusive, but yet its helped me retain recurring memberships after I got a new card and forgot to update my info.
