Dimensions was one of the first BBW magazines I ever saw and it actually played a very important part in my own development and emergence into the community as a teen.
However, that survey was from 1998 even before there was much of an online BBW world/community. Since then, there has been a large growth (pun not so much intended) in the community. I don't think people suddenly started being attracted to large women but more they are less hidden about it. In 1998, they pretty much had to know about the offline 'scene' in order to know the term 'FA' and it was still pretty underground then.
That survey also don't take into consideration those who aren't hardcore into BBWs but who are flexible.
Mind you, even if it was just ten percent, that would a nice chunk of the population.
