SEPA stands for Single Euro Payments Area and it's made up out of the EU countries and a few extra (Norway, Iceland etc). Banks within the SEPA zone have to follow certain rules for certain types of payments. For example for wire transfers from one SEPA country to another SEPA country (*), they can only charge the same fee they charge for domestic transfers. In most SEPA countries, that would be 0 euros.
edit: (*) in Euros. (they can still charge more for transfers in USD or other currencies.)
