So it looks like it's open season on Paxum account holders who buy products under $40 from merchants. It'll cost the account holder more to chargeback than the cost of the good. Same for atm operators. In theory if you take out under $40 at a time the atm may as well just keep it and print out a receipt which reads "fuck you!". There is nothing you can do about it without costing you more $$$ than it's worth.
You would think there would be some laws in place which specify that chargebacks must be free for the consumer or the party at fault must pay the fees.
