From our end (http referrers analisys) we can see there are thousands of different domain names the traffic comes from, so it is not viable for advertised to go watch thousands of domain names, may you agree.
But when there are pay users, we go to see the http referer to identify best sources and then buy there directly or just filter traffic to whitelist this and black list non productive domains.. and we get to see some it was fill dvd rip sites - or otherwise illegal contents.
Should some "police" or AdultKing's to close these sites, not the advertisers, I think.
