If you run whois, he's in israel and owns like 7 sites. Stupidly he's actually listing what seems like real info in the whois.. I'd say if someone has passes on there, DMCA his ass. Israel I think resembles US in IP matters, and you should be able to pursue internationally if need be
Also if DMCA fails, the DNS he uses which I assume is also his host, prohibits pirated content
