The fertility rate control and the gun control are quite separate.
Fertility rate control is to get the population down to a level that is more manageable, so as the people are easier to control.
Gun Control is so as we can never fight back, no nation or individual will have weapons, only the UN will have weapons and armies, meaning that the UN/Bankers always stay in control.
