Wroclaw has it all.... bit harsh winters as for whole Central Europe, tough....
couchsurfing.org and specific city groups are your chance for meeting local people....
there are also some NGOs to volunteer there....plus i know some guys from other EU countries, USA etc. living there and volunteering....
among warsaw, krakow it has biggest university scene/ young student girls etc.

... but for me wroclaw has best atmosphere from these cities...
if you like Nature etc. you can live in some " charming shithole" village/countryside, somewhere in EU, even on west...for 800 euros / month....800 usd in Central Europe...but you won't get there as many possibilities for "active" social life as in bigger city
