Every state is different. Each one has it's own set of regulations, requirements, etc... Hell, here in Florida, you don't even need a front license plate at all..... Which is sweet becuase I think front plates screw up the looks of nice sports cars. Also, you don't need to pass a smog or roadworthyness inspection in Florida, like you have to do in a lot of Northeastern states. You never need to show passport, as far as I know, and states vary as to whether you need to show proof of insurance.
So you need to ask regarding a specific state.
Also, in most states, you just get the plate from the department of motor vehicles, and put the plate on yourself
