First look for relevancy... if you have a solo girl softcore blog for instance sending or receiving a linkback from an extreme piss orgy midget tube is not going to help your ranking at all. Most likely it'll hurt it.
Check out the site you are linking to and where you request your link is being added..... see that long list of other links? so does Google and they do not like it.
Does the other person's sites update? make sure they do.
This one is harder... are the posts handwritten, unique keyword rich descriptions? Or are they copy/paste program generated over saturated and what Google considers to be duplicate content text?
Those are just a few of the anchors you can get if you do not take a lot of care doing ABC trades. I like linkspun quite a bit. They did an incredible job with it but back when I was using it daily there were some users I had to block because I denied every request they made (usually for the first reason I listed) who kept coming back day after day and being a pest about it
