Anywhere on the Eurovska (spelling) there is a bus going directly to the airport and takes less than 20 minutes.
I am staying at Diplomat hotel which is a bit more than the budget you posted but check out Agoda.com and search for Prague and then Praha 6. Did a quick look and there is only on "airport" hotel its $100+ a night but showed a few in the vicinity.
