He could fail the test having never taken any drugs in his life, and be denied the money that HE, and YOU and your entire extended family of probably hundreds has paid into the systems since their inception. Provided your family goes back that far naturally.
Every penny of assistance I'll ever get from my government will be money paid into it by myself, my brothers and sister, my parents, my aunts uncles and their children, my grand parents and so on. Why is it that you have to insist it's all strangers and miscreants that are receiving aid that they more often than not paid into for at least 2 generations?
There's also a 5 year limit on financial aid. You cant live forever on it unless your disabled, and they automatically deny everyone until you hire a lawyer for that.
