The problem is that "today's syphallis" is, like most things these days, super-sized and has mutated to the point where, in some cases, penacillin does not work.
But the bigger issue, to me, is how (as always) money is more important than people's health. Maybe I shouldn't be surprised at this point.
Oh - and, again, you cannot 'prevent' syphallis so getting a mandatory shot (mandatory?) in attempt to be "better safe than sorry" is pure madness. You shouldn't take antibiotics if you're not sick because when you ARE sick - oh, never mind.
