I'd say a really good place to meet women who might be good "date" material if you're looking for something a little serious (which apparently you are since you don't want her to have sex with other people) is at the library. Sit down and start reading a book (but don't fake interest in something you think a girl might like because we can see right through that) and eventually you'll find a girl there that is reading something you are sincerely interested in. Ask her about it and it's a great lead-in to a good conversation. Plus, you'd at least know you have one thing in common right from the start.
Another way is by choosing one of your biggest interests and trying to find someone that way. I met my husband playing a MUD. I love computer games, so does he, and we found out we had more in common than that, too.
Like baseball? Go to games and chat with some of the ladies you see there. Try to pick the ones who are fans of YOUR team, though! Hehe.
Like playing RPGs? Visit your local hobby shop and find out if there is a gaming group you could join.
You might also take a class at your local community college or take a night class at one of the local high schools if any of them offer classes. In my old hometown all the highschools had night classes a few weeks a year for adults who wanted to learn new things. They were typically free or less than $50. They had languages, computer classes, cooking classes, dance classes... a computer class might be good. There are usually lots of women in them and if you have pretty good computer knowledge you could offer to "help" some of the women there

that college course idea is the same advice I was given by a psychiatrist-but I thought that you would only meet older women there?
