Is there simple way to limit the number of files being able to download simultaneously from a specific folder and that folder alone

Let's say you you only want people to be able to have to downloads from /members/videos/ going on.. but on /tours/ you still want people to have 20+ threads going on to load all thumbs as fast as possible?
