They can be pissed and armed to teeth. Fact of the matter is, no one, no militia, no group of armed preppers, is going to take on the US Army and win should they end up in a stand-off with them. Sure, there may be a few who try, you can count on that. But 99% of the people will roll over like good dogs when the boots come to town. The confrontational 1% will go out in a blaze of glory.
I use Katrina a lot as a reference because that is exactly how it will play out. No one did anything and did exactly what they were told. The Guard went door to door taking firearms from them, shitting on the 2nd amendment along the way. And they got away with it.
That said, the National Guard will not be needed where there is not chaos. So if you have areas where people remain civilized, then there is no need for armed troops to go there. Up in some of the places you speak of, I'd assume those regions would be able to take care of themselves pretty well. If not, they will roll over too when the time comes. No choice.
