Not at all. It's well documented the US Army in the 1950s and 1960s did all kinds of interesting tests. They did tests on both members of the Army as well as "volunteers" from the civilian world. The did all kinds of tests with gases and drugs (LSD, etc), STDs, Radiation... Some of it was pretty nasty, some of them ended with huge lawsuits, and some are still in court today. I surely wouldn't put it past the Army.
However, this woman is just connecting imaginary dots. Her family has a high rate of cancer. So does my wife's family - Four out five members of her family has had cancer. Doesn't mean the US government is at fault.
Use some common sense.
