Yes, I can "vote in blank", but these votes go to "the legion". That's the same as you've voted on the winner. The blank vote is not really blank.

Well, they do not put a gun in our face, but they say all day long on TV that it is an obligation, and if you don't vote you have a few problems to face:

Who works for the government, do not get paid, and can't participate in any government related thing;
For everyone, it is denied the right of requesting a new Passport or ID;

Of course we can pay a small bill and we're "free again".
