exactly... can't raid a companies servers if files are literally partially hosted in multiple countries. Technically they can just pull the domain, but that doesn't prevent from having secondary domains and multiple IP address. going back to thepiratebay example they use multiple .tlds all registered in different countries. right now around the world cloud hosting requires deep pockets which is good prevents a lot of shady site from trying to duplicate what MegaUpload and ThePirateBay are doing
