That's only because they see what all the webmasters are doing and then know if what you are going to do is going to work because they either saw someone do it successfully (similar site, similar traffic, similar placement etc) or they saw someone do it before unsuccessfully.
They may not literally be an experienced affiliate to know exactly what its like being a webmaster but they do definitely have some insight.
