The file locker eco system and torrents are relatively equal threats, however file lockers are incentivised more and the eco system supporting them is larger.
Both are bad, private torrent trackers need to be shut down as much as forums, file lockers etc.
Commercial piracy in all it's forms needs to be shut down.
