Yes, we skim based on a target number of unique visitors so we really only sort on uniques, spiders and bots. Everything else goes "into the pot" so it'll skim uniques based on a first come first serve basis.
We've turned off the skim system for now. We had to tweak this a lot, but since we still have a few bugs in it and some bugs in the tube system (edit tubes, seems the thumbnail bug is back
) priorities are now going into fixing systems bugs first, then fixing skim bugs and then adding new features/continue development of things like the ability add ads / links to tubes (other than the video player ads available now), new tube themes, trade system and sponsor content module.
